Advocates has sent a letter to leaders of the New York Senate Codes Committee supporting the enactment of Senate Bill (S) 4045/Assembly Bill (A) 2299 to require intelligent speed assistance (ISA) devices for use by repeat offenders to curb this deadly behavior and improve traffic safety.

Speeding is a major contributor to crashes in New York. In 2023 speeding was a factor in 31 percent of fatal crashes in the state and resulted in 347 tragic deaths. Speeding related fatalities in the state have increased 8 percent since 2014.

This technology is urgently needed because excess speed contributes to both the frequency and severity of motor vehicle crashes and proves especially dangerous for vulnerable road users (VRU) such as pedestrians, bicyclists and roadside first responders who lack the protective structure of a vehicle.

S 4045/A 2299 will increase safety and better protect all New York road users while curbing related costs.

We previously advocated for the bill with a memo to the Legislature in March and a letter to the Assembly Transportation Committee in January.
