Statement on Final Rule to Require Front Passenger Seat and Rear Passenger Seat Belt Reminder Systems on New Passenger Vehicles

(Washington, D.C.-December 16, 2024) Today, the National Highway Traffic Safety Administration (NHTSA) issued a Final Rule requiring seat belt use warnings for front passenger seats and rear seats and enhanced warnings for the driver’s seat. The current Federal Motor Vehicle Safety Standard (FMVSS) 208 only requires a seat belt warning for the driver’s seat. NHTSA estimates that this rule could prevent over 500 injuries and save about 50 lives and will result in economic benefits of up to $831 million annually.

The rulemaking was required by Congress as part of the Moving Ahead for Progress in the 21st Century (MAP-21) Act enacted in 2012 (Pub. L. 112-141). The original deadline set by Congress to issue the rule was October 2015, and Advocates has repeatedly pushed for the Final Rule to be issued.
