Advocates and a group of leading public health and safety organizations and allied organizations have registered their opposition to House Bill 317 which would repeal Louisiana’s all-rider motorcycle helmet law. Louisiana has repealed its all-rider helmet law in the past only to reverse course a few years later due to sharp declines in helmet use. A National Highway Traffic Safety Administration (NHTSA) study found that helmet use in motorcyclist crashes from 1999-2003, when the law applied only to minors and those without requisite medical insurance, was only 42 percent. Helmet use more than doubled to 87 percent after the all-rider helmet law was reinstated in 2004. Additionally, fatalities were 30 percent less likely and fatal/severe crashes decreased 46 percent.
