On October 17, 2019 former National Highway Traffic Safety Administrator Joan Claybrook and Advocates for Highway and Auto Safety released a paper titled: “NCAP at 40: Time to Return to Excellence.” The report recounts the history of the New Car Assessment Program (NCAP) in the U.S. and includes recommendations for improving the program.
