Statement by Cathy Chase, President of Advocates for Highway and Auto Safety (Advocates), on Maryland’s New Law Enacted Today to Reduce Speeding-Related Crashes

(Washington, D.C. | June 2, 2026) — Speeding is not just a bad habit. It is a dangerous choice that turns roadways into racetracks and puts motorists, pedestrians, bicyclists, first responders and all other road users at risk. In 2024, 578 people were killed in motor vehicle crashes in Maryland, and nearly 20 percent of those involved speeding. Advocates for Highway and Auto Safety applauds Sen. Jeff Waldstreicher (D-18) and Del. Nick Allen (D-8) for their traffic safety leadership in sponsoring SB 366/HB 107 and all legislators who supported and voted for the legislation, which will establish an intelligent speed assistance (ISA) pilot program for convicted ‘super speeders’ and save lives.

This action will complete a regional safety trifecta, following similar measures enacted in the District of Columbia and Virginia over the past two years. Other states which have taken comparable action are Georgia, New York and Washington. The new program in Maryland is focused, reasonable and urgently needed.

Recent polling commissioned by Advocates shows strong public support for requiring convicted ‘super speeders’ to use ISA technology. Maryland is responding to that call with a commonsense solution that holds repeat, dangerous drivers accountable while helping protect everyone on the roads.
