In a letter to Arizona Governor Katie Hobbs, Advocates has urged her to sign House Bill (HB) 2417 to establish an intelligent speed assistance (ISA) program. Use of ISA by individuals convicted of specified or repeat offenses would be required to drive during license suspension. Installation of an ISA device would prevent the offender’s vehicle from speeding and is an alternative to license suspension which still allows driving for daily tasks such as taking children to school or going to work or medical appointments.

Speeding is a major contributor to crashes in Arizona. In 2024, of the 1,229 traffic fatalities in the state, 36 percent involved speeding which exceeds the national average of 29 percent.1 Speeding-related fatalities in Arizona increased 42 percent from 2015 to 2024.

The American public strongly supports ISA for “super speeders.” A recent poll commissioned by Advocates found 72 percent of respondents support laws such as HB 2417; among those with a stated position, 89 percent expressed support.
